Dear Montana Board
of outfitter Members.
My
name is Larry Reese I am 53 years old, a full time Lic. Taxidermist in
the state of
Maryland

I am an official scorer for Pope and Young, SCI, Longhunters Society,
R.O.E (records of exotics), and the Maryland Big Buck contest just to
name a few. I am also a freelance outdoor writer an write articles for

as well as do some free lance writing for some hunting magazines. I have
been bowhunting since the mid 1970’s an have at least a half dozen
animals in the record books or qualify for them all with a bow. I
have hunted in
Canada
, a number of the
US
states and 6 times to
Africa
all with a bow only. I also for a number
of years held a Master Hunting Guide Lic. in the state of
Maryland
. I tell you this not to boast but to let
you know I am not a novice inexperienced bow hunter or a disgruntle
first time hunter who did not get his way.
If
you would please refer to Sate of Montana Dept of Labor and Industry
Hearings Bureau Case Number, 1046-2002, Case No. 1120-2002, and Docket
No, CC-04-0034-OUT, CC03-0261-OUT, and CC03-0262-OUT
you will see the above named outfitter is a frequent offender,
liar, cheat, swindler, an has misrepresented himself an
his outfitting business. He has shown by past and present acts a
total disregard for your governing authority, outfitter ethics and the
safety an welfare of his clientele. Even after your board placed this
outfitter Lic. on active probation three times which as of this date he
is still on 18 mounth probation and gave him some meager fines that he
laughs about, he still continues to break the laws, promises, verbal
contracts an has been physically an verbally abusive.
It
is my advice an opinion that you revoke his and his wife’s Outfitter
Lic., Guide Lic and ban him from having any affiliation with any hunting
operation or contact with paying clients. If you just revoke or suspend
his Lic than he will have his Wife, relative, neighbor, one of his guide
buddies or a friend to get the
Lic in there name and he will be back in business before the ink dries
on your degree.
Since
Randy Higgins of Musselshell Outfitters also used an provided false and
misleading statements to solicit funds via US MAIL, inflated the facts,
breached his verbal an
written contract as stated on his web site, an
also did so both verbally in person and on the phone. ALL monies
for the hunt ($3500), Lic ($1000), air fare ($451) should be refunded
plus interest and penalties (Pain and suffering). Not only did all the
hunters in 2004 loose this money but also a weeks worth of loss income.
It
would be a total injustice
not to give him the most sever penalties an fines that is with in your
power, an to refer this matter also to the Attorney General for
prosecution.
I
also feel that this matter should be handled immediately and take
presidencies for the welfare of potential clients that have booked hunts
for 2005. It would be an injustice to have another 40 + hunters get
ripped off and possible injured by this outfitter. It is your duty as
the governing body to take swift and immediate action on Musselshell
Outfitters.
I
would also like you to provide in writing the results and action of this
board on Musselshell Outfitters so I can keep my web site updated.
